I refrained from writing this article until more information was made public. Sadly, a high-profile event like this immediately becomes fodder for misinformation, polarization, and visceral responses. All of which are click-bait gold — but it capitalizes on emotion rather than facts. Which, although justifiable, ends up accomplishing the goals of adversarial propaganda — whether foreign or domestic. I'll explain how as tactfully as I can.

This is a thorough analysis. Subsequently, I'll release an Op-ed sized article and other more technically relevant details. Why? Because mishandling this situation could become a catalyst for civil war in the USA. And I wish I was being hyperbolic. This document is meant to be read by legislators and their staff to understand what every other outlet has thus far failed to analyze.

 

 

Facts and Revisionism

 

Renee Good — a 37-year-old American citizen, widow, and mother of three (ages 15, 12, and 6) — was shot dead by ICE agent Jonathan E. Ross when he discharged his government-issued weapon, aiming for her face. One shot went through the windshield, and two were fired from the open passenger-side window as Renee was attempting to leave the area. She was driving a purple Honda Pilot SUV; when she was shot dead, the car continued traveling until it crashed to a stop.

ICE agents prevented a doctor witnessing the scene from rendering medical aid to Renee. It is undisclosed if she died instantly upon being shot in the face while her vehicle was moving at low speed. There are multiple angles shot by cell phones of the incident. And there is, of course, an AI-generated image that was distributed through especially right-wing social media channels attempting to show that Renee was aiming to run over the ICE agent who killed her.

The FBI is not collaborating with the local police department to investigate this fatal shooting. We have learned since that Jonathan E. Ross had a history of misconduct with the agency. Despite this, Department of Homeland Security Secretary Kristi Noem called Renee a "Terrorist." A "designation" that was echoed by Trump himself and his acolyte orbit in the administration and many in the right-wing media.

The left wing condemned the attack and has brought many accurate facts to the discussion. These include, but are not limited to:

  • ICE agents receive only six weeks of training instead of six months.
  • The bar to become an ICE agent is very low and riddled with waivers — which seem to hinge on whether the applicant is MAGA-aligned or not.
  • DHS denies access to elected leaders to inspect the ICE detention centers.

I can go on, expanding on what has been correctly pointed out. But all of them — no matter how well-intentioned — are missing in part or in full the crux of the situation that manipulates the narrative. This is not a diss against any of them; traps are designed to snare with ease, and the same is true for narrative manipulation. The goal is to skew information to a degree where nobody is able to discern facts from fiction. It starts with the administration hinging on "don't believe your lying eyes" — from watching the video that has made its way around the world.

I've watched them all and examined them frame by frame. Spoiler alert: the ICE agent was in the wrong — again. But there is a lot more to the story. Pointing this out is not "anti-administration" — it is pro-accountability. If you're a MAGA supporter, this analysis might make you feel uncomfortable. Just remember, you don't have to make excuses for somebody who committed an atrocity just because "they are on your team." Summary execution is not an American trait.

 

Forensics on the Pattern

 

Renee Good is not the only person ICE has killed since January 20, 2025. While Renee was a white American Citizen, ICE has killed numerous individuals — citizens and non-citizens alike — under the current administration's first year.

When a person is in custody, their welfare is the legal duty of the confining authority. 2025 saw a record surge in fatalities. This is a non-all-inclusive list. 32 people died in custody in 2025.

Tactical Analysis and Rules of Engagement

 

As a Navy Veteran, I had my share of combat schools. There are rules we must abide by when entrusted with positional authority and firearms. The purpose is not to kill — that is the last resort — but to de-escalate. The ICE agents on scene escalated the situation. Agent Ross was a former Machine Gunner in the military; he should have known better.

When the first ICE agent approached screaming "Get out of the fucking car!" and attempted to force the door, Renee started to drive away. Ross pulled his pistol and shot her once through the windshield and twice through the window in rapid succession. He then casually holstered his weapon and called her a "fucking bitch."  Ross was not hit or injured.

 

The Deadly Force Triangle

To authorize deadly force, a subject must demonstrate:

  • Opportunity: Ability to inflict deadly force.
  • Capability: Possession of a weapon capable of deadly force.
  • Intent: The hardest to prove (and dead people don't talk).

The administration says the agent "feared for his life." He didn't look scared. When armed, masked agents aggressively confronted Renee, they met the deadly force triangle from HER perspective. They were the ones screaming, closing the gap, and attempting a breach into her vehicle (presumably to forcibly remove her). Unless ICE understands the triangle works both ways, they will always feel "vulnerable" because their own tactics are what they are trained to identify as justifications for deadly force in others.

Fleeing the scene was Renee’s attempt to de-escalate. Her last words were in a calm tone and demeanor "I'm not mad at you, dude." The agent reacted emotionally because he felt "disrespected." If you are the trained person given positional authority by the US government, you must bite your ego and be the bigger person.

 

 

The Bloomington Ghost (June 2025)

 

Jonathan E. Ross is a 10-year veteran of the ICE Special Response Team (SRT). He was involved in a June 2025 incident in Bloomington where he was "dragged" by a vehicle.

  • The Error: Ross shattered a window with a punch and reached inside to unlock the door.
  • The Dragging: The subject hit the gas; Ross was dragged 100 yards and required 50 stitches.
  • The Correlation: Was he "sensitive" to cars fleeing? Footage shows Renee's wheels turned away from Ross. He stood in front of the vehicle anyway. He shot her point-blank with more people nearby and a dog in the back seat.

 

 

Rules of Force Protection and Ballistics

 

We are trained NOT to shoot at a moving vehicle. It creates an unguided multi-ton missile hazard. Ross also violated the field of fire, discharging his weapon toward another agent. Furthermore, a 9mm round has an effective range of 50 meters, but can travel over 2,200 yards if it misses. Ross endangered the entire neighborhood.

 

The Force Continuum Ross Skipped

 

  1. Physical Presence: Professional, identifiable credentials (not masked).
  2. Verbal Commands: Clear orders, not yelling and causing panic.
  3. Soft Controls: De-escalatory tactics.
  4. Hard Controls: Force to stop a threat (not brutalization).
  5. Intermediary Weapons: Baton, Taser, OC spray.
  6. Deadly Force (Firearm): The absolute last resort.

Ross’s weapon was in Condition 1 (magazine inserted, round chambered, safety on). He fired without racking, meaning he was ready to kill before the encounter began. When you skip the escalation steps against unarmed civilians, it is not just "bad training" — it is criminal.

 

Blaming the Victim Argument

 

Arguing about what happened immediately before is a non-sequitur. She was unarmed and leaving. Even if her intent was to "run over" someone, a Honda Pilot cannot maneuver in that small area to strike a "fit agent" who simply steps out of the way — which is exactly what Ross did as he shot her in the face.

This incident occurred blocks from where George Floyd was killed. Just as 20 dollars did not warrant capital punishment, "disrespecting" an officer does not warrant an execution. The area — a "mini-Portland" — is a place conservatives have been indoctrinated to fear. This context, and the administration’s "beef" with Governor Tim Walz, cannot be ignored.

 

 

Stop Dividing Americans

 

Selective outrage should not be the default. I saw people celebrating her death with "FAFO." That is disheartening. Renee Nicole Good was a widow raising a 6-year-old, a 12-year-old, and a 15-year-old. These children were called "terrorists" by proxy when the President applied that label to their mother. Where is the bipartisan outrage for these orphans?

We condemned the death of Charlie Kirk (as we should). We must condemn this. Renee was killed in cold blood by a person who swore an oath to defend America.

 

 

Conclusion

 

Nothing happens in a vacuum. To fix a problem, you must understand the cause. Legislators need to address this properly; otherwise, this falls back onto partisanship and we never move past step one.

If ICE is scared that holding Ross accountable reflects poorly on the organization, they don't understand accountability. Every group has its hard-chargers and its dirtbags. Ross either forgot his training or chose to ignore it. It is okay to hold your own teammates accountable.

Violence has no place in America. A thoroughly transparent investigation must follow.

The question legislators must ask: Is this a systematic procedural mishap, or is it a cover-up for an agent who does not understand the Rules of Engagement, deadly force, and humanity?  BZV
